How much does ads management cost in Israel in 2026?
In Israel in 2026, managing Facebook and Instagram ads typically costs ₪1,500–₪3,000 a month with a freelancer and ₪3,000–₪7,000+ with an agency, plus an ad budget usually recommended from about ₪3,000 a month, according to price surveys published in Israel in 2026 (checked October 2026). At Nava Digital the management fee is ₪2,000–₪3,500 a month for most businesses, never a percentage of spend, with an ad budget from ₪2,500 paid directly to the platform, and campaigns go live within days.
Ads management fees in Israel in 2026, by platform
Management fees on the Israeli market range from ₪1,000 to ₪12,000 a month depending on the platform and account size; most small businesses pay a freelancer ₪1,500–₪3,000 and an agency ₪3,000–₪7,000 or more.
The table shows management fees only, the payment to whoever runs the campaign. The ad budget, which buys impressions and clicks, is a separate payment to the platform. The top of the market ranges belongs to large accounts with many campaigns, not to a local business with one service.
| Platform | Market management fee (per month) | At Nava Digital (per month) | Ad budget |
|---|---|---|---|
| Meta: Facebook and Instagram | ₪1,000–₪10,000; freelancer ₪1,500–₪3,000, agency ₪3,000–₪7,000+ | ₪2,000–₪3,500 | We recommend from ₪2,500; the market recommends about ₪3,000 |
| Google Ads | ₪1,500–₪12,000 | ₪2,000–₪3,500 | From ₪2,500, paid to Google |
| TikTok | ₪2,000–₪6,000 at an agency cited in a price survey | ₪2,000–₪3,500 | TikTok requires over $20/day per ad group and over $50 per campaign |
| ChatGPT | No public price lists found | ₪3,000 (was ₪3,500) | Separate budget, paid to OpenAI |
| Campaign landing page | ₪1,000–₪8,000 | ₪1,000–₪1,500 one-time | Not applicable |
Market prices come from the sources at the end of the page, checked in October 2026; most suppliers quote before 18% VAT. Our fee covers most businesses; custom marketing for large budgets costs more.
Management fee vs. ad budget: what is the difference?
A paid campaign has two separate payments: the ad budget goes to the platform, and the management fee goes to whoever builds and runs the campaign.
The ad budget is the money that buys impressions and clicks. You connect a credit card in the business's name to the ad account, and the charge comes directly from Meta, Google or TikTok. With us the money never passes through our hands, and you can see what you have spent at any moment.
The management fee pays for the work: building campaigns, choosing audiences, writing ads, setting up measurement, ongoing optimisation and a performance report. When comparing offers, always look at both numbers together. A low fee can come with a demand for a high budget, and vice versa.
Three pricing models: flat retainer, percentage of spend, or setup plus monthly
Israeli agencies use three common models: a flat monthly fee, 10%–20% of media spend with a monthly minimum, and a one-time setup fee alongside a retainer.
Reviews of public price lists show examples of each: one agency charges ₪2,500 a month or 15% of spend, another ₪3,000 a month or 15%, whichever is higher, and one charges a setup fee of ₪2,500–₪9,000. Others publish zero setup fees.
| Model | How it works | Advantage | Drawback |
|---|---|---|---|
| Flat retainer | A fixed amount each month | Predictable; no incentive to raise spend | You pay the same in a weak month |
| Percentage of spend | 10%–20% of media, with a minimum | Suits large accounts | The agency earns more when you spend more |
| Setup + monthly | One-time setup, then a retainer | Setup is priced separately and transparently | Higher entry cost |
Our fee is flat, not tied to your budget, and there is no separate setup fee. So any advice to raise or cut the budget comes only from results. If a campaign does not pay for itself, we say so and suggest a different direction.
What does the monthly management fee include?
The fee pays for ongoing work throughout the month, not a one-off campaign launch: strategy, build, ads, measurement, optimisation and reporting.
Ask every supplier for a written list of what they actually do each month. Ours includes:
- Strategy and platform choice: not every business needs both Meta and Google, and sometimes one of them wastes money.
- Campaign build: structure, audiences, keywords and daily budget.
- Ad copy and design: several versions tested against each other, in Hebrew or Arabic.
- Measurement setup: Meta Pixel, Google Analytics and conversions, because without them nobody knows what works.
- Ongoing optimisation: pausing what does not deliver and scaling what does.
- Cost-per-lead tracking: the number that decides whether a campaign is profitable.
- A clear monthly report: what you spent, how many leads came in and what each cost.
Not included and priced separately: a dedicated landing page (₪1,000–₪1,500) and motion graphics videos (from ₪300). When ads are combined with other services, the combined price is set in the diagnosis.
How much ad budget do you really need?
A simple rule of thumb: an ad budget of about 15% of the monthly net profit you want to add; to add ₪20,000 profit a month, a sensible starting budget is about ₪3,000.
This is our starting rule of thumb, not an exact formula. It helps you ask the right question: not "what is the least I can spend" but "how much revenue do I want the campaign to bring". From there, work backwards: what a customer is worth, how many leads you need, and what budget that takes at the expected cost per lead in your sector.
One more thing that saves a lot of money: do not send paid traffic to your home page. A visitor from an ad should land on a page that talks about exactly what the ad promised, with one clear button such as WhatsApp. A dedicated landing page can noticeably improve conversion on the very same budget, which is why it is usually the first investment we recommend alongside a campaign.
What is the minimum ad budget on each platform in Israel?
We recommend starting from ₪2,500 a month per platform; the market usually recommends ₪3,000 or more, and ₪3,000–₪5,000 a month for online stores.
The platforms' technical minimums are low, but they are not the minimum that works. TikTok, for example, requires more than $20 a day per ad group and more than $50 per campaign according to its help centre. Israeli price surveys note that a local lead campaign usually works from about ₪100 a day, roughly ₪3,000 a month.
Below that, the platforms cannot collect enough data to learn which audience converts, and the learning phase never ends. It is better to wait a month and start with a real budget than to spread a small amount across several channels. With ₪2,500, one channel done well beats three done poorly.
Cost per click and cost per lead in Israel
According to Israeli price surveys, a Facebook or Instagram click in Israel usually costs ₪1–₪5, and a lead ₪20–₪80 for consumer services and ₪100–₪400+ in high-ticket sectors.
High-ticket sectors include real estate, insurance, legal and financial advice, where each customer is worth a lot and competition for the audience is high. These are market averages, not a promise: cost per lead depends on the offer, the ad, the landing page and how fast you answer.
An example calculation, not a promise: with a ₪3,000 budget and ₪50 per lead you get about 60 leads a month. If one lead in ten becomes a customer worth ₪500, the campaign brings in ₪3,000 against a ₪3,000 budget plus the fee. That is why you should know what one customer is worth before you look at the cost of a lead.
What do the first three months of a campaign cost?
Three months at a minimum budget cost about ₪13,500–₪18,000 with a freelancer or with us, and ₪18,000–₪30,000+ with an agency, ad budget included.
Three months is a fair period to judge a campaign: month one is mostly learning, month two is optimisation, and month three shows the trend. The table adds management fees and ad budget, using fee ranges from Israeli price surveys.
| Route | Fee per month | Budget per month | 3 months, budget included |
|---|---|---|---|
| Freelancer | ₪1,500–₪3,000 | ₪3,000 | ₪13,500–₪18,000 |
| Agency | ₪3,000–₪7,000+ | ₪3,000 | ₪18,000–₪30,000+ |
| Nava Digital | ₪2,000–₪3,500 | ₪2,500 | ₪13,500–₪18,000 |
Our calculation, using fee ranges from Israeli price surveys and a recommended minimum budget. A landing page (₪1,000–₪1,500) or a video (from ₪300) is an extra one-time cost if needed. Under a percentage model the cost moves with spend.
Where should you advertise: Meta, Google, TikTok or ChatGPT?
It depends on intent: on Google the customer is already searching for you, on Meta and TikTok you catch them while scrolling, and on ChatGPT the ad appears inside a conversation.
Google suits services people actively search for, such as plumbers, lawyers or clinics. Meta (Facebook and Instagram) suits visual products, promotions and ads that open a WhatsApp chat directly. TikTok suits younger audiences and short video, where a motion graphics clip (from ₪300) works well as an ad.
ChatGPT is a new channel in Israel: an ad shown inside the conversation, at ₪3,000 a month in management plus a budget paid to OpenAI. It complements organic GEO (appearing in AI answers) rather than replacing it. When the budget allows, combining two channels usually gives a clearer picture than one.
Who owns the ad account, the pixel and the data?
The ad account, the pixel and the Google Analytics property should sit in your own business account, with the manager given partner access, so the data stays with you if you change supplier.
On Meta that means the business's own Business Manager, with a card in the business's name, which the agency joins as a partner. On Google it means an ad account owned by the business and linked to the agency's manager account. All campaign history, audiences and pixel data then stay with you.
The reason is simple: a pixel that has collected months of data is an asset. If it lives in the agency's account and you part ways, you start from zero. Before starting, ask to see that access is set up this way.
7 questions to ask before hiring an ads manager
Seven simple questions separate a transparent offer from one that surprises you later.
- What is the management fee, and is it flat or a percentage of spend?
- Is there a setup fee, and what does it cover?
- In whose name are the ad account, the pixel and Google Analytics?
- What budget do you recommend, and why that amount?
- How are leads and sales measured, and who sets up tracking?
- How often do I get a report, and what is in it?
- How long is the commitment, and what happens if I want to stop?
Red flags in an ads management proposal
A promised number of leads, an ad account owned by the agency, and a fee not separated from the budget are the most common signs of a problematic offer.
- A promised number of leads or cost per lead: nobody controls the platforms' algorithms.
- Budget and fee on one invoice: you cannot tell how much actually reached the platform.
- The ad account or pixel in the agency's name.
- No measurement: without Meta Pixel and Google Analytics you cannot know what works.
- A long commitment with no exit before you have seen results.
- The same creative for months with no testing of new ads.
How long until a campaign shows results?
Ads go live within a few days, the first two weeks are a learning phase, and a reliable cost per lead usually appears after 3 to 4 weeks.
- Week 1: brief, Meta Pixel and Google Analytics setup, ad copy and launch.
- Weeks 1–2: learning phase. The algorithm tests audiences and numbers are not yet stable.
- Weeks 3–4: cost per lead settles; weak ads are paused and strong ones scaled.
- Month 3: enough data to decide whether to scale, change or stop.
There is no long-term commitment, but three months is a fair period to judge a campaign. Stopping after two weeks usually means stopping in the middle of the learning phase.
VAT on ads management in Israel
Fees from VAT-registered businesses are usually quoted before VAT, so add 18%.
The ad budget is a separate charge from the platform, invoiced directly by Meta, Google or TikTok under their own terms. When comparing offers, compare the final management fees, including VAT where it applies, and compare the budget separately.
